Finmin's mysterious silence on GoM's role
The finance ministry had been consistently arguing with the government that the question of spectrum pricing must not be an activity limited to the Department of Telecom, and it must be in the terms of reference of the Group of Ministers set up to look at issues of spectrum in 2006. But sometime in the later part of 2007, the DEA (Department of Economic Affairs), part of the finance ministry, went silent on its stand, and by January 2008 the telecom department under A Raja allotted 2G spectrum and licences at the 2001 price.
