Spectrum in hand

Telecom minister Kapil Sibal should shed fear and loathing of likely vigilante accusations of impropriety and go ahead and allocate available spectrum to telecom operators strapped for the stuff. Building consensus on a sound rationale for allocating spectrum to multiple claimants could take time, but putting the resource available in hand to use should not wait.
