NEW DELHI: It looks like a routine cabinet note sent out by the Prime Minister’s Office.  But purpose is clear — Manmohan Singh wants to avoid a repeat of the Cabinet war that broke out during his September New York trip. Titled ‘Working arrangements for disposal of urgent business during the absence of  Prime Minister on foreign tour’, signed by Cabinet Secretary Ajit Seth, the note says that the Prime Minister has directed Union Ministers Pranab Mukherjee and P Chidambaram to oversee issues of national importance during his absence from India in November.
