ISI funded terrorists in Valley, US knew in 1997

US Intelligence agencies knew as early as 1997 that terror groups conducting attacks in Kashmir as well as the rest of India were being run and funded by the Pakistani spy agency ISI, latest cables released by whistleblower website WikiLeaks reveal.
