Timid on 12th plan

Prime Minister Manmohan Singh did well to call upon the Planning Commission to focus on the governance and policy reforms needed to accelerate the growth rate from the average of 8.2% achieved during the 11th Plan to above 9% during the 12th Five Year Plan (2012-17).
