In the summer of 2006, then foreign secretary Shyam Saran was chairing a meeting of the China Study Group, when he was brought up to speed by the defence secretary on the deliberate destruction by Chinese troops of stone crags that helped India mark the un-demarcated border with China in Sikkim. It was one among a series of small infringements that the Dogra regiment had noticed, the so-called “nibbling” of the border by the People’s Liberation Army.
