Congress' game plan: An Andhra caste in stone?

Which state of India has the maximum number of ministers in the central government? The answer, if you haven't got it already, is Andhra Pradesh. It has 12 members in the Cabinet or as ministers of state. This is the maximum ever in history, even more than when P V Narasimha Rao, himself from Andhra Pradesh, was Prime Minister.
