How can the law be different for Gujarat?

The Supreme Court on January 11, 2013, has delivered the judgement in the Karnataka Upa Lokayukta case. I had made a detailed comment on January 3 on another judgement of the Supreme Court delivered on January 2, on the subject mater of appointment of Lokayukta in Gujarat. I have read and re-read the two judgements delivered nine days apart from each other.
