The heart of the matter

In the midst of all the tumult in the Indian polity, a conference of state chief ministers is going to be held tomorrow with the specific agenda of considering the proposal for setting up a National Counter Terrorism Centre (NCTC). On May 2, the Union government climbed down somewhat from its earlier position and addressed some of the states' concerns, by gestures such as including state DGPs in the NCTC council. Originally, the NCTC was supposed to have been vested with police powers of arrest and seizure without reference to state authorities.
