India's 28 states (prior to the creation of Telangana) vary enormously with UP having 200 million people, Maharashtra, West Bengal and undivided Andhra around 90-100 million each, but smaller states such as Sikkim, Arunachal and Mizoram hovering between 0.5-1.5 million.
