If there’s one attribute about the United States that makes partnering it risky, it is its unreliability. Washington initiates conflict as suits its momentary interest without caring about the possible ramifications for the countries, including allies, in the vicinity and effect on the prevailing order, which may not be to its liking but manifests stability.
