The Congress-led alliance at the Centre has eschewed the temptation of major pre-election populism so far — for fear of breaching the fiscal deficit target for 2013-14 and risking a downgrade from global rating agencies — but the party’s governments in states seem to have no compunctions in taking the subsidy raj forward. Maharashtra and Haryana have slashed power tariffs, a ‘me too’ reaction to the Aam Aadmi Party government in Delhi effecting a 50 per cent reduction for those consuming less than 400 units a month.
