In 1919, the Montagu Chelmsford reforms introduced dyarchy under which the British Crown retained important subjects like defence, communications, foreign affairs, finance, justice and police, but transferred subjects like sanitation, libraries, veterinary, fisheries, agriculture, weights and measures and forests to elected Indian ministers.
