Uttar Pradesh is home to almost 20% of India's young children. So it's especially unfortunate that even as politics in many parts of India is becoming more responsive to people's needs, UP seems untouched by winds of change. It's a state in a time warp. When Akhilesh Yadav seems to show more seriousness about organising a singing-dancing festival in his village than administering his state well, this bodes ill for not just UP but for all of India.
