Lokpal and Citizens’ Charter should be inseparable parts of graft-free governance

The president just signed the Lokpal Bill, but it has a glaring omission. There is no mention in it of the Citizens' Charter, not even in small print. In fairness, Aam Aadmi Party (AAP) in its manifesto positioned the Citizens' Charter on the same pedestal as the demand for a Lokpal Bill. Short-term memory tells us that Anna Hazare was also of this view till he recently changed his mind. Don't look now, Anna, but there is a broom in the room!
