Milking telecom

There is a strong case for the Centre scrapping the spectrum usage charge (SUC) levied on telecom operators. There was a rationale in levying this fee, ranging from one to eight per cent of an operator’s revenues depending on the quantum of spectrum held by it, when airwaves were administratively allocated.
