Speaking at the Heritage Foundation here, the senior BJP leader commented that the distinction between state actors and non-state actors has partly got obliterated because of the role played by the Pakistani agencies in promoting terror outfits such as Lashkar-e-Tayyeba and the Afghan Taliban.
