Indian cities are a “mess” and officials of the Indian Administrative Services are not equipped to turnaround the ground conditions, said Sam Pitroda, Adviser to the Prime Minister on Public Information Infrastructure and Innovation, on Monday. Mr. Pitroda’s prescription for the problem is bringing in experts and relying on younger talent. He cited the example of Washington, D.C., which was declared insolvent in 2000 but turned around the situation by appointing Natwar M. Gandhi as chief financial officer.
