Power sector: Gloom to bloom to doom

I recall the days during 2000-02 when as India's power minister, I would get visitors who said that they were leaving the Indian power sector. In 1991, after our first phase of reforms, the Narasimha Rao government had invited many investors to bolster our power sector. The thrust then was on power generation and, thus, most investors were interested in putting up new power generation plants.
