Centre's flagship plans tying up states

Between 2007 and 2012 (the Eleventh five-year plan) the central government spent nearly Rs 7 lakh crore on its 15 flagship schemes. Health, education, nutrition, electricity, drinking water, roads, urban development, jobs — virtually all essential needs of the country's people are now sought to be delivered through these schemes and programs.
