Poverty survey delay to hit cash transfer plan

UPA's supposed trump card for 2014, the cash transfer scheme, is set to turn less ambitious in its spread, with the government unable to complete its Socio-Economic Caste Census (SECC) in time to bring the scheme's benefit to new beneficiaries.
