Cauvery: Solution exists, but lack of political will proves costly?

Even as the States of Tamil Nadu and Karnataka are engaged in decades old litigation in courts, tribunals and monitoring agencies for the Cauvery water, a simple, feasible and viable solution to resolve the issue is gathering dust in the cupboards and computers of various offices of the Central Government, including the all-powerful Prime Minister’s Office.
