Cong-ruled States laggards in highways

Much as Prime Minister Manmohan Singh wants to speed up the construction of National Highways (NH), it is, in fact, the Congress-ruled States like Assam, Rajasthan, Andhra Pradesh, Maharashtra and Haryana that have turned out to be the biggest laggards.
