Do govt, Trai understand reserve fees at all?

Somehow, the bitter aftertaste of the auctions suggests that the Government wanted to "shoot and scoot" - without bothering what the impact such a move would have on the industry's sustainability or on subscribers. Or was it possible that the reserve fee was kept this high to favor one particular business group?
