Inter-state wings to be kept out of NCTC

Giving in to the opposition by the non-Congress states, the Ministry of Home Affairs is further diluting provisions of the National Counter-Terrorism Centre (NCTC) to keep the controversial Inter State Intelligence Support Teams (ISISTs) outside its purview.
