Ahead of chief minister Vijay Bahuguna's cabinet expansion on Tuesday, the crisis in Uttarakhand Congress continued with 11 MLAs refusing to take oath despite Congress high command's best efforts. Though the central leadership tried to defuse the crisis by nominating Mahendra Singh Mahra, a confidant of rebel Congress leader Harish Rawat, to the Rajya Sabha, the storm has not blown over.
