Centre may be forced to move bill to set up NCTC

As more and more chief ministers accuse the Centre of "bypassing" the states on setting up a National Counter Terrorism Centre, the central government may either delay the operationalisation of the NCTC until the chief ministers have been heard or opt for setting up the anti-terror body under a separate law.
