Modi writes to PM: Infringement of State rights

Gujarat Chief Minister Narendra Modi has described the Centre’s unilateral decision to create the National Counter Terrorism Centre (NCTC) as an infringement on the authority of the States. In a letter dashed off to Prime Minister Manmohan Singh on Friday, Modi has raised strong objection to the Centre’s unilateral creation of the NCTC.
