US President Barack Obama’s best-laid plans for giving a shot in the arm to relations with India have been frustrated by political partisanship in Washington in an election year. Three and a half months after Obama nominated South Asia veteran Nancy J. Powell as his next ambassador in New Delhi, her nomination is being held up in the Senate for reasons which have nothing to do with India.
