Panel didn't seek quota in Lokpal

Discussion on the Lokpal has rarely been factual. Strong and pejorative adjectives, overarching confrontation, opinions as diverse as this country's amazing plurality, ego trips, scoring of debating points, distrust and suspicion, unprecedented deadlines and screaming media rhetoric, but, above all, a studied ignorance of facts in many quarters, have been the hallmarks of this significant legislation.
