Congress is cross with its 10 Union ministers from UP for tardy preparations for Rahul Gandhi's mass contact programme in the state. Observers assessing the readiness for the Congress heir apparent's campaign are learnt to have given a red mark in most zonal reports. There is urgency in the party since Rahul will soon launch a mass contact programme across the state which is divided into 10 zones for operational planning with a minister in charge of each of the zones.
