The BJP's regrettable myopia on a crucial reform

In November 2001, Murasoli Maran, then India’s commerce and industry minister, had the centrestage in a feud between the developed countries and the developing world at the fourth ministerial trade talks in Doha. He carried the battle into the developed world’s camp, and for once the developing countries spoke in one voice. The WTO ministerial was on the brink of collapse at one point, but Maran was shrewd enough not to push the envelope so far as to result in a breakdown. He dominated the proceedings, intimidated the developed world and managed to extract major concessions from Europe and the US.
