Congress still struggling to get toehold in UP

Earlier this year in July, when Congress general secretary Rahul Gandhi came to address a mahapanchayat of farmers in Aligarh, close to the site of the agitation against land acquisition in the village of Tappal, locals say, it looked as though the party was actually poised for flight. “There was a certain buoyancy in the air; farmers had come from across the State and they listened raptly to Rahul,” recalls Tariq Hasan, a journalist.
