The mechanics of paralysis

In the United Progressive Alliance (UPA) government’s years of scandal, there has been one constant. Come what may, Prime Minister Manmohan Singh has been kept at “an arm’s length” from the muck. It is a memorable phrase. But it has lost its meaning after the report of the Comptroller and Auditor General (CAG) on the allocation of coal blocks from 2006 to 2009. During this time, the coal ministry was under Singh’s watch. Now, his prime ministership has been engulfed with the fires from this scandal.
