Why top 4 ministers not touched in reshuffle, asks BJP

The BJP on Wednesday took a dig at the UPA government asking why the top four ministers were "sacrosanct". "I fail to understand what is so sacrosanct about the four ministers - defence, finance, external affairs and home - that they have not been moved during the Cabinet reshuffle.
