Bitter truths about sugar policies
India is the second-largest producer of sugar in the world, after Brazil, and the world's largest consumer. About five million farmers cultivate sugar cane, while 500,000 workers are employed in sugar mills. Many more have jobs in ancillary industries such as molasses. Regulation of the sector originated in the need to address three issues - protect farmers' interests against the superior bargaining power of mill owners, deliver cheap sugar to poor households, and mitigate price volatility.
