Refarm spectrum for data revolution
It is a matter of regret that the empowered group of ministers chose to reject the recommendations of the telecom regulator Trai with regard to floor prices for auction of spectrum. The new rates are still lower than the floor prices adopted for earlier rounds of failed auctions. But pricing is not the only thing that needs to be fixed about spectrum. A crucial question is which band to allocate to which type of service. The current allocation of the 2,300 MHz band for fourth-generation, high-speed data networks needs to be reworked, and the 700-800 MHz bands freed up for 4G.
