Until recently, Beijing had shown little interest in the development of war-ravaged Afghanistan. Now, suddenly, it is seeking to enhance its presence in the region. For India, this is worrisome. The May 2 Strategic Partnership Agreement between the United States and Afghanistan pledged continuing cooperation between the two countries to “combat Al Qaeda and its affiliates” and to deter threats to the sovereignty of Afghanistan, through continuing close cooperation on defence and security.
