Out-of-court call for vodafoe?

In 2005, the Prime Minister's Office (PMO) nudged the then-finance minister P Chidambaram to withdraw a controversial Ordinance that sought to retrospectively change excise rules to reverse a Supreme Court ruling in favour of tobacco major ITC. Mr Chidambaram was apparently reluctant to do so, but the PMO did not want any confrontation with the judiciary.
