Bridging the civilian-military gap

Why was a trivial matter concerning army chief General V K Singh's date of birth allowed to fester and turn into what seems to be a deepening crisis in Indian civil-military relations? Given that this is not the first time such a problematic situation has arisen, this latest controversy seems to reinforce the impression that there is an unresolved debate on how civil-military relations ought to be handled in our country.
