China has yet again refused to grant visa to a military officer born in Arunachal Pradesh. Despite the rebuff, the  Indian Government sends a military delegation, though a smaller one, to Beijing — as if this were a one-off affair. While India-China relations have been fairly stable at the strategic level, these have been marked by political, diplomatic and military instability at the tactical level due to Beijing’s increasing belligerence.
