Jayalalithaa shoots third letter to PM on NCTC -
Chennai - Asserting that the proposed NCTC will be a "non-starter" without states' involvement, Tamil Nadu Chief Minister Jayalalithaa on Monday asked Prime Minister Manmohan Singh to convene a meeting of chief ministers as the March 12 meeting of officials will "not serve the purpose".

Chennai, Mar 5 - Asserting that the proposed NCTC will be a "non-starter" without states' involvement, Tamil Nadu Chief Minister Jayalalithaa today asked Prime Minister Manmohan Singh to convene a meeting of chief ministers as the March 12 meeting of officials will "not serve the purpose". In a letter to Singh, she said, "The proposed National Counter Terrorism Centre will be a non-starter without the involvement of the state governments. All state governments are concerned about proper maintenance of public peace and order and hence pay maximum attention to it."
Govt is ready for dialogue with states on NCTC -
Lucknow, Feb 21 - With the chorus against the formation of National Counter-Terrorism Council turning louder, government today said it is ready for a dialogue to remove any misgivings or concerns of states opposing it. Union Telecom and HRD Minister Kapil Sibal said each state is already represented in the central council of NCTC and if there was any misgiving, the Centre would remove it through dialogue.

The anti-NCTC chorus grew shriller on Monday with Bihar Chief Minister Nitish Kumar becoming the 13th leader from non-Congress-ruled States to oppose the anti-terror body and Odisha Chief Minister Naveen Patnaik disclosing that the Centre had not even bothered to reply to his February 13 letter on the contentious issue.

Patna, Feb 20 - Bihar Chief Minister Nitish Kumar today asked the Centre to re-examine and roll back the proposal to set up the National Counter-Terrorism Centre, terming the decision as "unilateral and hasty" which would encroach upon the rights of the states. Talking to reporters after sending a letter to Prime Minister Manmohan Singh opposing the decision, Kumar said that policing was a "state subject" and that the decision had created "a confusing situation and atmosphere".

Tripura CM up in arms against NCTC - Press Trust of India
Agartala, Feb 19 - Tripura Chief Minister Manik Sarkar has joined the bandwagon of CMs who are up in arms against the NCTC order issued by Home Ministry and has written to the Prime Minister saying the "unilateral" order would only create "misunderstanding". In a letter written to Prime Minister Manmohan Singh yesterday, the Tripura CM has requested the PM that the NCTC order be withdrawn and a process of wider consultations initiated.

Bareilly (UP), Feb 19 - Opposing the Centre's decision to set up National Counter-Terrorism Centre, BJP leader Arun Jaitley has said law and order is a state subject. "Law and order is a state subject and setting up of NCTC is anti-constitutional," he told reporters here yesterday. He also alleged Congress leaders of deliberately attacking the Election Commission and violating the model code of conduct.

Ahmedabad, Feb 19 - Accusing the Centre of double speak, Gujarat Chief Minister Narendra Modi today said though the UPA government claimed that security was a "shared" responsibility of the Centre and states, it did not bother to consult states when it came to forming laws. "If you accept the responsibility of state governments then is it not your (Centre's) duty to consult them before forming laws?" he said opposing the Centre's plan to set up a National Counter Terrorism Centre.

Dehra Dun, Feb 19 - Accusing the Centre of "infringing" on federal rights of the states, Uttarakhand Chief Minister B C Khanduri today opposed the proposed National Counter Terrorism Centre (NCTC). "Be it NCTC or any other issue, it is very sad that some of the important decisions are being taken by the Centre unilaterally. The states must be taken into confidence on all important decisions," he said.
